If we cannot make up time on sections of the Bill that have no amendments, with 165 amendments still to go, I hate to think what the Chairman will say when he comes back. He will ask what we have been doing for the past hour and a half or two hours. The answer will be nothing. I do not wish to in any way curtail the debate on the Bill but, if there is no amendment to a section, I have to be fair and honest to everybody and try to get to the amendments, if we can.
