If someone undertakes an unauthorised development on land, then, generally, a planning officer can go to see it and will know what has to be restored. Again, this is a clumsy comparison. In this case, are we saying that the sole responsibility for knowing the baseline condition falls on the holder of the MAC? How will we ensure that the holder will restore or rehabilitate an area to its original state? Is there an enforcement mechanism which allows for that?
