It does. As the Deputy said, we have, for many years, been looking for a multi-annual budget confirmation and service level agreement. Tusla has said it is looking at that but nothing concrete is coming down the line. It makes it extremely difficult to plan anything. As an agency, we are in the middle of doing a five-year strategic plan from 2022 onwards and it is impossible to plan because we do not know what is going to happen, year-on-year. We do not know whether our core funding is going to be maintained, cut, or what is going to happen. It is impossible to plan future services.
