When Ms Gordon puts it like that, it is stark. I do not know if I have enough time, but I have one question that is kind of related to this. I know that there are 13,000 registered tobacco retailers right now and that there were only 61 convictions in the six-year period between 2014 and 2019. How important is it to see applied regulation and that the Revenue Commissioners and nobody else would be responsible for collecting this licence fee?
