There is a very straightforward answer to that. When the agency was established in 2014, the view of the Departments involved in its establishment was that it should try to achieve the best possible use of shared services and that has been pursued across the public service over many years. That was the starting point. In 2014, we were also in the middle of a very significant financial constraint in the macroeconomy that would not have allowed for the elaborate building of completely separate functions.
