Again, the idea is to try to incentivise the use of secondary raw materials, meaning those materials that either have been through the economy once or are production residues from a process involving material substitutes. Deputy Bruton spoke about internalising those externalities. I think there will be a response from the markets because that is fundamentally how markets work.
