One of the key challenges Mr. Deegan and his team have faced in recent years is the start-stop nature of the work. You knew what you had for a particular year and then you got back into the Estimates process to figure out what would be available in the following year. The national development plan has set out clear allocations for the Department between now and 2025. A significant chunk of that will go towards energy efficiency. We know what the overall capital envelope is out to 2030. Activity out to 2025 will be ramped up significantly between 2025 and 2030. That has given certainty to the sector and the contractors in the sector that they need to scale up to deliver so that when people are seeking to have their homes retrofitted, whether through one of the grant-aided schemes or the warmer homes scheme, that contract or panel will be in place.
