I am sorry to interrupt but before Mr. Gardner moves on to the process itself, if there is a dispute over whether the bar has been met, in other words, if the UK said it met the bar in that there was a serious economic and societal impact but the EU said there has not been, then I assume the process simply does not start. If there is disagreement at the outset, how is that determined? That might be the crux of the issue in the next number of weeks.
