That element is still being worked through. The specialised committee is working through the technical detail, while the joint committee tends to take the bigger political and strategic overview. There is not a sense that a set of recommendations will be handed over from every meeting to just be rubber-stamped. The two bodies are working together. The co-chairs of the specialised committee are the deputies of the chairs of the joint committee and there is a close link between the two committees.
