In recent months, we have specifically engaged with four voluntary agencies that attended our information events. They were very interested in trialling this and remain so and hope to join the pilot programme at a later stage. However, they have all been successful in tendering for State contracts that, effectively, are funded on the basis of hours worked rather than output or productivity attained. The organisations consider that to be a significant barrier to their participation in such a pilot programme. There may be a need for a conversation on how organisations tender for those contracts and whether it should be done on a results basis rather than an hourly basis.
