I thank the Minister of State for his opening remarks. It is a fairly sorry state of affairs when one considers the amount of money, time and effort that had to be invested. It would have been much better if the HSE could have spent the money and time doing other, more productive things than trying to firefight the crisis that arose. From the Minister of State's initial review of what happened, were there are gaps in what the HSE was doing and could it have been doing things better? Has it learned lessons in his regard?
