Quite frequently when accusations are made against gardaí, it would be in the context of an incident that has occurred where somebody is perhaps disgruntled and in those circumstances, the camera may well be switched on for one of the purposes outlined in the Bill. This purpose has been considered and due to the fact that it is not explicitly a law enforcement purpose, different objection standards might apply in gathering data for that purpose. It has not been included in this Bill which is designed to deal with the use of recording devices for Garda functions of investigation or prosecution of offences, public order and the security of the State.
