It is not the most significant point that the authority makes in its submission, but one of the considerations is that a potential benefit of the use of body-worn cameras, rather than a justification for their use, would be to establish in circumstances in which somebody had a health issue whether that health issue was appropriately taken into account in the manner in which they were approached or dealt with by a member of An Garda Síochána. We do not identify it as a justification for the introduction of the legislation. There are other reasons the legislation has value and is important. It is as a possible assistance rather than as a justification.
