Joint Oireachtas Committee on Housing, Planning and Local Government

General Scheme of the Planning and Development (Amendment) (LSRD) Bill 2021: Department of Housing, Local Government and Heritage

Mr. Paul Hogan:

I thank the Deputy. We can certainly understand from the engagement today that the question of elected member input to the process is clearly an important one. I would reiterate what I have said already in regard to the streamlined process and the eight weeks and how that could be given best effect, bearing in mind the role of members in making the plan in the first place, the duty of the executive to implement the plan and the fact members have that facility to make submissions. I share the Deputy’s view that it would be very good if there could be a kind of collective view but, again, how that can relate to an eight-week process is not so straightforward, and there are already lots of provisions there. Any deliberations from the committee need to consider that in particular. However, we are certainly open to those considerations.
