I might bring Mr. Ryan in on this as well, because he has extensive experience on this in local government. The reality is that there will be an element of bedding in and testing it. I have mentioned the word "negotiation".

The pre-planning stage is very much that in that a developer has a proposal and he or she brings it to the planning authority. There can be a back and forth about different policy issues and different considerations and concerns, but at the end of the day it is up to the developer, as the applicant, to submit what he or she wishes to see developed or feels he or she can bring forward. It does not always comply with the advice of the planning authority. Things may be pushed a bit further. Things may be ignored or cannot be addressed or whatever it is. It is really important these things are teased out to the fullest extent possible.
