I would also say, from a tactical point of view, is that one could see merit in advancing it to be able to provoke a positive response at the level of the EU or the European Commission, when the European Commission, as we know, tends to only intervene when there is a confusion or differing interpretation at the member state level. Ireland doing this at a national level, perhaps followed by parliaments in a few other member states, could add further incentive for the Commission to take more meaningful progress.
