I am not really looking for the statistics. Rather than seeing anybody being disenfranchised and having to go down the road of judicial review, I am trying to establish and understand whether there should be a briefing on what constitutes the commission's decision not to accept an appeal. If the case is not accepted because it concerns how someone has been treated and is not monetary in nature, that provides me with the perfect understanding.
