Mr. Lupton has covered a lot of the key points really well. In respect of individual complaints, Technology Ireland has said that it thinks that from when the media commission is first formed, we think it will be ineffective and administratively unworkable. If someone was to say that in four months' time, we will have a media commission in place, work can begin in terms of looking at what are the systemic issues and where are the issues of most risk. We are going to start off with a media commission that, hopefully, will have great resources but will probably have some limit on those resources. We should really focus those on the areas of most harm and risk if we do a risk-based assessment on complaints and focus on those that have the most impact and cause the most harm. We have seen the volume of complaints to the Data Protection Commission. It would often say that these complaints are more like customer service complaints rather than complaints about data protection issues. We want to avoid that overwhelming nature and get to heart of what the key harms and risks are for people.
