I thank the Senator for the question. We advise that the media commission focuses attention, with regard to governance and regulation, on the providers of content and not on the carriers of that content. That refers to both traditional and online content. We are saying that when the media commission comes into place, it should establish how it will look into harms: both online harms or other harms. It should set out criteria for dealing with those people who put up the content, rather than the carriers of the content. The carriers will have a role to play if they do not engage in the process of removal, or things like that. In the first instance, though, we would focus on those who create the harmful content, as opposed to the carriers. The carriers obviously also have a role. We would like the media commission to clarify the process there, in consultation with all stakeholders, and to work with all parties involved.
