The difficulty with that is the model I have given the Deputy looks at taking one fifth on 1% of relevant revenue. As we know, many companies that may not be located here would be captured by that, so some thinking may need to be done in respect of how that operates. Is it broadcasts that are made available in this jurisdiction? Ultimately, the model I have given assumes national location, national accounts filing and so forth, which may be something that a regulator considers in part. From that point of view, therefore, it was just a suggestion. There will have to be consultation, however, not necessarily limited to Ireland but maybe pan-European consultation on how that ultimately works.
One observation, however, and I think it is quite clear that the Deputy has heard it before, is that many member states have not gone for this model or at least have reservations as to how it will work. It needs, therefore, to be consulted upon widely by whatever form that commission takes when it is appointed.
