I am not sure if Mr. Gunning will be able to answer this final question. Who bears responsibility for the spiralling costs? A project that started off at €600 million has gone to nearly €2 billion. Most people listening to this will be sick to their stomach that the costs of a necessary project have spiralled out of control. The people who make these decisions are meant to be professionals at the peak of their profession. That is what most people listening to this committee will ask. How did the people who are at the top of their game in the profession get it so wrong?
