No, that is not the question I am asking. Under the fair deal scheme, if a person transfers a farm any time within the five years before going into a nursing home, the farm is taken into account in calculating the payment. There is a charge of 7.5% per annum on the farm, even though it is already transferred. The Minister of State is saying the three years starts running from the appointment of someone as a successor, even in a case where the farm is already transferred.
