I thank the Minister of State for her comments and am willing to accept whatever wording she will bring forward. I accept that I am not a parliamentary draftsman by any manner of means. Once the thrust of the amendment is accepted, I am willing to discuss the matter with the Minister of State. I accept there is no impediment. There will not be an issue in 99.9% of cases but all one needs is to encounter one difficult member of staff within the HSE and all of a sudden, a vulnerable person could be exploited. None of us wants that to happen. I propose a belt-and-braces approach. I thank the Minister of State for her comments and will withdraw the amendment on the basis of what she has said.
