Joint Oireachtas Committee on Housing, Planning and Local Government
General Scheme of Local Government (Directly Elected Mayor with Executive Functions in Limerick City and County) Bill 2021: Discussion (Resumed)
Dr. Eoin O'Malley:
Shifting powers from the chief executive to the mayor is helpful, but one will also find that many councillors say that too much of the power is, in fact, held in the Department of Housing, Local Government and Heritage. There is not a huge amount of freedom, so what we have is a system of local administration rather than a system of local government.
