Dr. Austin O'Carroll:

I think the key element is that whatever service is available for dual diagnosis in mental health it must have a huge outreach component. Many of the services are waiting for homeless people to go into them, but they do not do that. Homeless people will not attend appointments. Whatever the service is, it must have an outreach component. It is great to see a dual diagnosis service, as long as it is willing to come out and visit hostels. It does not have to be always doctors, it can be outreach workers, but it has to have that outreach component.
