The scheme would apply over the four years but we would change the threshold every year. We are assuming market conditions will improve and, therefore, the likelihood of airlines coming back will increase. We would start this year with the summer season with a threshold of 35%, we would drop it down in the winter season to 30% because that is when it is hard to get airlines flying. During next year's summer season we would move it up to 50%, in the following year we would move it 70% and then we would move it to 80%. It would have a stepped effect.
