That is definitely the State. What I am trying to say is we have developed a system that does not focus on the child and has not trained professionals. You are back to the for-profit situation. We rush out and tender to companies. We know the names of the companies. Catering companies produced many of the centres. They were not trained in looking after the traumatic experience of children and families who came from war-torn situations. The State has developed a system which does not support children in that way.
