The amendment lays out the factors that will apply in making decisions on the setting of targets. It is important that they are clearly laid out in order that everybody in the future will know what was taken into account and what decisions were made. It is important that people know what goes into making a decision, on every side of the argument. That is why the criteria are laid out so specifically in the amendment.
