Is it fair to say that as we navigate changes in the regulatory environment, such as BEPS, our inability to differentiate between phantom FDI and FDI that delivers jobs in Ireland will become an issue? As Mr. Barnes said, it may be that even if revenue goes, the jobs will stay, but does that impact on our ability to navigate those regulatory changes because we simply do not understand what is phantom FDI and what is not?
