General Scheme of the Online Safety and Media Regulation Bill 2020: Discussion (Resumed)
Mr. Liam Herrick:
I will answer the second question, which relates to artificial intelligence, before handing over to my colleague, Ms Cronin, to deal with the Senator's question about what other steps might be taken to deal with online harm.
Artificial intelligence and algorithms constitute an area of growing interest to the ICCL across a wide range of human rights matters. We will launch a programme of work monitoring how artificial intelligence algorithms engage with questions of human rights in Ireland over the next couple of months. As the Senator is aware, the European Union is bringing forward a package of measures in this area too and it is another example of where there are important developments at the Brussels level. This is not a question of standing back and deferring to Europe but trying to advance measures without being cognisant of what is happening at the European level could be counterproductive in the longer term. Dr. McIntyre has already dealt with that point. Ms Cronin will address other measures. We all accept there is a social problem that must be addressed but this might not be the right solution. We have given some thought to the other areas in which the Government and Oireachtas might invest their energy.
