To elaborate on what Ms Gibney is saying, it is important to say much of this legislation, both this Bill and others coming through this year, are about restoring public trust in the face of online harm and disinformation. That public trust is restored when people see representative institutions and those with a positive obligation to address equality and diversity within them. The explicit adoption of the section 42 duty, which ensures every institution gives due regard to equality as well as that clearer equality and human rights framework, is key as far as we can see to ensure that trust in the new media commission and in this legislation.
