I thank the Chair and witnesses. Does IHREC believe there is scope for discretion on the part of an online safety commissioner without a clearly defined role? Could any such discretion be compromised with regard to the protection of human rights? Ms Gibney referred to the importance of clear definitions. Are there challenges in defining hate speech and discrimination, as these definitions can change as our understanding grows? How can we best manage the existing codes so that they do not become outdated? Private communication services and cloud storage services are also covered in the Bill. Is this problematic as regards human rights?
