Mr. Stephen Douglas:

I think there was discretion for Government to include them. What difference would it make? The ETS gives us a price for carbon in those sectors. At the moment, it is around €50 per tonne so we have this in the power generation sector. It is used in respect of price formation around electricity. Data centres use a lot of electricity so it is already zero price. The price of carbon is already included in their electricity consumption but if they used other sources of energy, for example, with gas backup, they would then have to buy allowances for that carbon if they were included in the ETS.
