General Scheme of the Online Safety and Media Regulation Bill 2020: Discussion (Resumed)

Ireland has a significant opportunity to play a leadership role to establish a regulator that will, in effect, be a global first. It is a really important issue. To return to Senator Malcolm Byrne's comment on establishing a regulator on an administrative basis, that would be very positive.

Striking a balance is something we have been working on for 15 years. A recent example relates to the decision of the external oversight board regarding Donald Trump. The balancing of fundamental rights on both sides of that argument is very difficult to achieve. In introducing regulation, we should not seek to silence one group or stifle debate. Debate, and the exchange of views to which it gives rise, is very positive. We think the general scheme of the Bill allows the regulator the play a role whereby it would have oversight of the systems, ensure we are doing everything we can in regard to fairness and impartiality and keep our users safe.
