I can see where the NGOs are coming from in terms of an individual complaints system, but given the scale of the platforms operating, it is difficult to see how the regulator would operate such a system. If Deputy Munster will allow me, within the legislation, there is this idea of a super complainant scheme which would allow for NGOs, as they do with us, to bring trends or themes they are seeing to the regulator. It is inevitable the regulator will use that as the basis for its investigations and audits on our services. That is where one is likely to see more improvement, in terms of looking at how the complaints system works across the board, what the policies are, how the content is removed etc.

It comes down to the question of the effectiveness of the regulation.
