In terms of the regulation versus protection discussion, we also have to take into account the age of the child. Childhood encompasses such a wide range and regulation needs to address the evolving capacity of children. We mainly focus on children under the age of 13 and we are looking for a high level of protection whereas older youth, as one can imagine, do not want their rights to privacy infringed on. We have to take into account the ages. We need to look at measures such as minimum age restrictions. We need to look at how all of that is managed by the online services and the kind of safeguards that they put in place for different age groups.
