On the last question the Senator put forward about resources and international examples, one international complaints mechanism to look at is definitely Australia. It has an online safety commissioner and a two-tiered system. Tier one is where companies can opt in and tier two is where they are mandated. One could look at this as an example of roll-out. With regard to resources for children, the Council of Europe has developed some great guidelines on children in the digital environment, which take into account both children's rights online and the need to empower them to be online, and also what to do with regard to remedies, fair procedure rights and their protection rights. The UN Committee on the Rights of the Child recently developed a general comment. That was done in consultation with children and young people. It was published earlier this month. It is well worth a look with regard to language that the Oireachtas could adopt in the Bill as it stands.
