I will not add very much to that other than to stress that, from children's rights and international human rights law perspectives, there is a well-established principle that any measures that have the effect of restricting children's ability to participate in online activities must be prescribed by law, necessary and proportionate. Therefore, something like the review of the digital age of consent would have an important role to play in determining the extent to which it complies with those principles. We have to recall that while children have a right to be protected from harm, they also have rights to express themselves, participate in society and engage in play and social activities online. It is a tricky one; there is a balance to be struck between the two.
