We share Deputy Dillon's concerns about what is currently provided for and the extent to which it will facilitate the takedown of material. It is very important for all of us to bear in mind that there will be circumstances where a child could be very distressed by virtue of content they have been exposed to, for example, online cyberbullying. They and their parents will be looking to have something done about it. Speed is of the essence here. While safeguards are in place in terms of procedural fairness, rights balancing and so on, one of our concerns is that there is nothing currently set out under the legislative proposals that suggests speed is possible. I am not suggesting short cuts by any means, but speed is one of the things we need to think about. In that regard, there is currently no obligation on online services to remove harmful content. That area needs to be looked at further in the interests of ensuring that what is put in place is not only effective but does not cause undue delay.
