Tusla needs to focus on this issue with regard to section 56 organisations because it affects those services which were once funded by the HSE and have been transferred to Tusla for administration. There is the same issue with Tusla's commissioning process. It is a complicated issue but we are happy to see the committee's interest in this thorny question.
