No I do not think there is any prima faciebasis for an independent inquiry. However, that is not for me to judge, that is a matter for others. If a Dáil committee wants to investigate, that is its business. However, based on evidence we have – if others have other evidence they want to bring to bear, that might change it - and what I have seen, I do not see the basis for it under the various statutes in place. I think it has to be at a certain threshold but that is not for me to decide. Dr. MacLellan wants to come in on that?
