I will call Senator Moynihan next. The definition of a cost rental tenancy is quite clearly laid out in section 96 of the heads of the Bill that were sent to us. We have also included secure tenancies, tenancies of indefinite duration, permanent affordability and adapting rents to meet people's needs if their income levels change. I think the affordability of cost rental is well covered by the recommendations so far, and that is what is contained within the heads of the Bill. I invite the Senator to summarise the proposal and we can then put it to a vote.
