I will continue on with the issue of governance. Under head 8, the commission shall be independent in the performance of its functions. How will this be governed and monitored? The commission is defined as being multi-personed. Is there a limit on the number of members? As far as I am aware, the Minister of the day can appoint as many as he or she wishes. Can an ex-Oireachtas Member be a member of the commission? What are the criteria for membership?
