Podcasts are not covered in this legislation. A local radio service already pays a levy. It will be done on the basis of what needs to be regulated. If the radio station provides a blog service in relation to a service which is not designated, it will not be a video sharing platform and unless it is highly problematic, it is not likely to be designated as an online service if it is on a small scale. I expect such services are unlikely, from a risk perspective, to be designated by the media commission.
