Impact of the Comprehensive Trade and Economic Agreement on Irish-Canadian Trade and Relations: Discussion

Mr. Chris Collenette:

While I was not altogether sure what the question was, as a general point I understand that we are here today to discuss the Ireland-Canada trade relationship, not just the investment court system, ICS. I invite members to read Article 8.10 of the relevant section in CETA. We are not just talking about multinationals, we talking about all companies that could avail of this. Consider a company from County Louth, for example, that employs people in the Deputy's constituency. Does he not believe that they should have the same rights to an open and fair arbitration in order to resolve a dispute in Canada? I guess that is really my question to the Deputy. I invite him to read Articles 8.10 and 8.12. It is my understanding that the worst-case scenario is that a fair market value is attributed to any decision, which I do not believe seems unreasonable in any way.
