It was more to do with the acquisition. Obviously, it impacts the LDA Bill but it relates to the acquisition under section 183 from local authorities. One might call it forced acquisition. Does Mr. Coleman believe the LDA can carry out its functions and deliver its targets with or without that power, given the partnership approach it wants to take?
