I agree with the Deputy. I believe we should start with someone's income and try to work out whether it is affordable for the person. The reference to the market rate is only a way to demonstrate the value to people who can access the affordable accommodation. It is not to say we are benchmarking it from that. It is just to demonstrate the value. However, I agree with the Deputy. We should be looking at a person's income and assessing his or her ability to pay the affordable price based on that.
