The devil will be in the detail of the regulations. I am sure affordability for the target market will be paramount when those regulations are being devised. All I can say is how the LDA is looking at it. We always start with the families and individuals we are targeting who struggle to afford private sector rents but do not qualify for social housing. They are the people in the middle. They tend to be in the fourth, fifth and sixth deciles of income, broadly speaking. We break down the net income available to those people and try to target one third of their net income, which is much more favourable than market rents, especially in Dublin where someone could be paying upwards of 50% of his or her net income on rent.
