I am a firm believer that individual accountability is a significant motivator of behaviour. We will not get the accountability we need unless the legislation is changed to ensure individual accountability for the behaviour of individuals in this type of role.
Is the Central Bank's responsibility for fitness and probity carried out in retrospect? If some of the 16 are in roles in other banks, institutions or departments will their fitness to work in them be affected by action by the Central Bank?
