In the long run there will be a case for that and the Minister can make regulations on the limiting of returns etc. In the short term, the focus is on the pathfinder and approved housing bodies through the Land Development Agency and ourselves through the serviced sites fund. In the longer term, if we are delivering cost rental at scale, there is a role and it is allowed for in the Bill.
